STAR provides counseling and support to children and teenagers with a history of juvenile delinquency, runaways, family conflict and more. Services are free of charge and available to families with children ages 0-17 who reside in Jefferson, Orange and Hardin Counties.
The purpose of the program is to reduce family conflict and to prevent the problems of runaway, truancy, delinquent behaviors and child abuse by:
- Helping to strengthen and stabilize families
- Helping youth and their families learn to resolve crises
- Helping parents resume and maintain parental responsibility
- Providing short-term placement for youths whose immediate return home is not advisable
Services provided by STAR include:
- Free family, individual, and group counseling (also available in Spanish)
- Crisis Intervention (24-hour hotline)
- Education and support groups for parents and youth
- Child abuse prevention training
- Short-term, emergency respite placement

Originally established as a demonstration project in 1983 to serve runaway and truant youth, the STAR program has expanded from 12 sites to 54 contracts providing services in all 254 counties by the end of 1998. Buckner, however, only provides STAR services to families living in the Beaumont area. The STAR program is administered and funded by the
Texas Department of Family and Protective Services, Department of Prevention and Early Intervention.
